Prepaid healthcare that connects families, employers and providers
Jesse Liula Schiceya, Dr Suraia Schiceya and Phillip Theissen are the founders of PatientCare.
PatientCare helps people put money towards healthcare before they need an appointment. Individuals and families fund a Health Account and use Health Units to pay for consultations and other eligible services. Purchased Health Units do not expire.
Employers can contribute to staff healthcare and wellness through the same platform. They receive programme reporting while employees’ medical information remains private.
For clinics, pharmacies and independent practitioners, PatientCare combines bookings, patient records, prescriptions and payments in one system. Providers receive their full agreed service fee. The platform is available on iOS, Android and web.
PatientCare brings healthcare funding and service delivery together. Households can prepare for costs that might otherwise delay a consultation or medication purchase, employers have a practical way to contribute to care, and providers can manage bookings and payments in a shared system.
That combination is what interests us: the people paying for care and the providers delivering it can use the same platform, with arrangements for employer contributions that protect medical privacy.
As at September 2026, PatientCare had more than 1,600 patient accounts, over 220 consultation bookings and a growing network of clinics, pharmacies and independent practitioners. Early sign-ups from South Africa and Angola indicate interest beyond Namibia. Patients from both countries already travel to Namibia for care, giving the company a potential route for regional growth.
Jessé Liula Schiceya is the CEO and co-founder of PatientCare, leading strategy, product direction and partnerships. With over a decade in technology and entrepreneurship, he founded Nova CX and previously built Nikkle. His recognition includes AfricArena’s 2022 Best Emerging Entrepreneur award and selection for Africa CDC’s 2026 Youth Digital Health Champions cohort. Seeing patients struggle to afford care and doctors provide advice without payment for their time inspired him to co-found PatientCare.
Dr Suraia Schiceya is the Co-Founder and COO of PatientCare, leading provider onboarding, training and wellness events. A medical doctor specialising in mental health, she is pursuing a Postgraduate Diploma in Public Mental Health at the University of Cape Town and will begin a Master's in Clinical Psychiatry at the University of South Wales in 2027. Digital Health Africa named her one of 12 African women in digital health. She co-founded PatientCare to make quality care accessible to all.
Phillip Theissen is the CTO and co-founder of PatientCare. Raised in Windhoek, he studied Business Information Systems at DHBW Ravensburg and holds a Master's in Management Analytics & AI from the University of Mannheim. He worked in Germany at Accenture, msg systems and msg for banking, most recently as a Senior AI & IT Consultant, and founded PCT Ventures, a Namibian technology company. He joined PatientCare because Namibians need access to quality healthcare, and better access changes lives.
